INLAND WETLANDS AND WATERCOURSES COMMISSION
REGULAR MEETING
TUESDAY, MAY 26, 2015



PRESENT WERE:  Skip DiCamillo, Janet Bechtel, Dave McCulloch and Tim Rollins (arrived @ 7:30 p.m.)   

MINUTES

Minutes of Regular Meeting dated March 24, 2015

Janet Bechtel made a motion to approve the Regular Meeting Minutes dated March 24, 2015 .  Tim Rollins seconded the motion.  The motion passed unanimously.

Minutes of Regular Meeting dated April 28, 2015

Janet Bechtel made a motion to approve the Regular Meeting Minutes dated April 28, 2015.
Dave McCulloch seconded the motion.  The  motion passed unanimously.

Minutes of Site Walk Meeting dated May 13, 2015

This item was tabled until the June Meeting.

NEW BUSINESS

15-1 – Kevin Kus – 178 -1 Boston Post Road – Proposal to add a 25’ x 30’ garage.

The applicant requested this item be withdrawn from the agenda.  The property owners have decided not to move forward with the project.

15-3 – Brent & Michele Harrington – 4 Short Hills Road – Proposal to thin trees in the interior of their property through a non-invasive logging technique.

The commission reviewed the application submitted by Mr. & Mrs. Harrington.  They also read the statement outlining that their proposal to selectively thin trees in the interior of their property though a non-evasive logging technique utilizing oxen and sled.  


Mr. Harrington stated the property is approximately 4 acres and includes a vernal pool.  He said they would like to thin out some of the trees and underbrush.  He stated eventually they would like to have a horse paddock on the property.  

The commission set a site walk for Wednesday, June 10th at 5:30.   The applicant stated he would mark the trees that will not be removed prior to the site visit.  Bechtel informed the applicant that the commission may request that a  Wetlands Soil Scientist visit the property to determine the wetlands soils and flag the area prior to proceeding.   She noted it has been an extremely dry Spring.

OLD BUSINESS

15-2 Old Lyme Beach Club – 79 Brighton Road – Restoration of a permitted drainage way that was established.

Roland Ballek, President of the Old Lyme Beach was present to discuss the application.  Ballek explained when the application was presented initially they proposed a pipe be placed in the bottom of the swale, however due to conversations with contractors it has been suggested a temporary pump be brought should the water level raise up.  

Janet Bechtel made a motion to approve the application of the Old Lyme Beach Club located at 79 Brighton Road for the restoration of a permitted drainage way  that was established with the allowance if temporary pumping is required that is acceptable.     Tim Rollins seconded the motion.  The motion passed unanimously.

14-29 – Peter and Constance Ross – 37 Browns Lane – Proposal to add breezeway mud       room, garage and breakfast area. The garage and breezeway is within the regulated area.

Dave McCulloch made a motion to deny the application without prejudice.  Janet Bechtel seconded the motion.  The motion passed unanimously.  

OTHER BUSINESS

ELECTION OF OFFICERS

Janet Bechtel proposed that Skip DiCamillo continue on as the Inland Wetlands Chairman for the remainder of the year.  Dave McCulloch seconded the motion.   The motion passed unanimously.


REFERRAL FROM LYME – ONE LOT DIVISION – ROUTE 156 – LORD HILL LANE

The commission reviewed the referral from the Town of Lyme and noted there was no impact to the Town of Old Lyme.   

ROGERS LAKE WEEK STUDY

Chairman DiCamillo reported that Attorney Cassella has sent a letter to the Roger’s Lake Authority to clarify the commission’s jurisdiction.
